But the deeper reason comes from the central and local demands for economic data. The official said that local officials “seek political achievements” and therefore have the urge to falsely report data; but the central government hopes to have real data to make correct decisions.

Feng Keli, a chief editor of Shandong Pictorial Publishing Co., stated on his Weibo microblog, “Financial data is falsified, exactly like the satellite that was leapfrogged into the Great Leap Forward.
